Most first bids are disqualified on technicalities, not price. Here is how to read a tender, assemble a compliant submission, and improve with every attempt.

Read the document twice before deciding

Tender documents specify eligibility, mandatory documents, evaluation criteria and submission format. Everything you need to score is written down, and most bidders skim it.

Decide early whether you genuinely qualify. Bidding for work you cannot deliver wastes your time and damages your standing with the buyer.

Build a compliance checklist first

Convert the mandatory requirements into a literal checklist and tick each item against a document in your pack. Missing one mandatory document is fatal regardless of your price.

  • Certificate of Incorporation and director filings
  • Valid tax clearance certificate
  • PRAZ registration in the correct category
  • Company profile and track record evidence
  • Bid security where required
  • Signed and initialled forms in the specified format

Answer the criteria in their words

Structure your technical response to mirror the evaluation criteria in the same order and using the same headings. Evaluators score against a matrix; make it effortless to find your evidence.

Where experience is scored, give specifics: client, scope, value band, dates and outcome.

Price to deliver, and debrief after

Underpricing to win is how small suppliers lose money on their first public contract. Price for delivery including compliance and payment-delay costs.
