A valid tax clearance certificate is the difference between being paid in full and having a chunk of every invoice withheld. Here is how to qualify, apply and keep yours current.

What tax clearance actually signals

A tax clearance certificate confirms to the market that your tax affairs are in order at the date of issue. Buyers rely on it because the law requires them to withhold a portion of payments made to suppliers who cannot produce one.

That withholding is not a penalty on the buyer — it is a cash-flow problem for you. Money withheld is credited against your tax account, but you have to wait, reconcile and often argue to see it again.

What you need to qualify

Clearance is granted when your returns are filed and your liabilities are settled or under an approved payment plan. Outstanding returns, even nil ones, will block the application.

Before applying, reconcile your ZIMRA account, file anything outstanding, and confirm your registered details match your Registrar filings.

  • All returns filed across every registered tax head
  • No unpaid assessments, or a payment plan in place
  • Entity details consistent with the Registrar's records
  • Active BP number and correct contact details

Renewals and validity

Clearance certificates are time-limited and typically renewed annually. Diarise the expiry date and start renewal well before it lapses, because a gap can stall payments and tender submissions.

Large buyers verify clearance at the point of payment, not at the point of contract. An expired certificate mid-contract is enough to trigger withholding.
